Garrysmod Server "cant change gamemodes!"

Hey guys, ive tried to ask support on this Garrysmod 11 question but they keep sending me to this useless guide and it doesnt even work! and im really not up for reading anything else right now! Ok, so ive been trying these past 2 and a half days and no matter what command i do, nothing, anything, i cannot change my gamemode to pretty much anyhing. The only thing i can play is sandbox. Ive been trying to mainly get my Winter Survival gamemode to work and it just wont go. ive re installed it several times and nothing works, even the SVN version. Ive even done the same for Prop-Hunt as well! The commands i have tried are: (without the quotes)... "sv_defaultgamemode Winter Survival", "sv_gamemodeoverride Winter Survival", "sv_gamemode Winter Survival", "rcon changegamemode ws_winterforest Winter Survival" and a ton more. Please, if there is anything im doing wrong here please let me know this is getting very stressful. Thank you, -Verac91-

P.S. also my counterstrike maps arent even appearing in the maps folder as well in my server, it says they dont exist when they did before, yet, again, they work fine in singleplayer.

By the way, i tried using ulx and almost all the rcon commands as well and neither work. There are tons of servers right now that are using this gamemode fine except me. Im not using quotes in my things anyways, am i supposed to? and can you guys show an exact example?

Okay, be sure and get a FTP Client Like FileZilla. You don't even have to use ULX, I would suggest ASS_Mod, A Simple Server. Then you hey admin type this rcon ASS_Giveownership, be sure before that you type in rcon_password (yourpassword). To Change gamemodes look in the garrysmod/garrysmod/gamemodes folder and copy exactly what you see on the gamemode you want, like DarkRP or Spacebuild. Then just change the DEFAULT Gamemode, as well as the normal gamemode, in your cmd line changer. And be sure and ass a map. If you need any more help STEAM Me.
