Send Art of War Central a support ticket and they should help in a timely fashion.

Did they help you I got this response from them : We'll open the commandline changer, as soon as we finally figure out how this server works. I don't think they realize this game goes by command line only right now and you cannot even vote the map during the game or at the beginning. Even to change the mod to duel/tdm/ctf/onslaught you will have to do it through the command line.
